各位同事、同學:

隨著國家在全球舞台上扮演日益重要的角色,中國的外交政策備受國際關注。為此,理大特別舉辦《中國外交理論與實踐》專題講座,誠邀中華人民共和國外交部兩位資深大使親臨主講,分享他們的專業見解與親身經歷。講座由香港孔子學院、中國歷史與文化研究中心及內地發展處合辦,內容涵蓋外交外事知識、中非外交理論與實踐等主題。

本次講座為「理大中華文化節」重點活動之一。自去年起,理大透過多元藝術主題及豐富活動,積極弘揚中華文化,增進師生及社會大眾的家國情懷與認同感。今年的文化節已於七月展開,專題講座旨在加深大家對中國外交政策及國際事務的理解,並探討國家在外交領域面臨的挑戰與機遇。

專題講座一:《外交外事知識與親歷外交故事》

 

•  講者:

羅林泉大使(中國外交部禮賓司前司長、中國前駐希臘共和國及駐愛爾蘭共和國特命全權大使、中國前駐舊金山總領事,現中國公共外交協會副會長)
羅大使為資深外交官。2018年起擔任中國公共外交協會副會長,曾任中國駐舊金山總領事(大使銜)、駐愛爾蘭及希臘特命全權大使。歷任外交部禮賓司副司長及司長,並曾任駐香港特派員公署參贊及駐紐約總領館副領事,擁有豐富外交經驗。

 

專題講座二:《「中非命運共同體」外交理論與實踐》

 

•  講者:

孫功誼大使(中國前外交部非洲司正司級參贊、中國前駐毛里求斯特命全權大使)
孫大使就學於外交學院、日內瓦國際關係學院。曾任外交部非洲司正司級參贊、中國駐毛里求斯特命全權大使。在外交部非洲司和駐非洲國家使館工作多年,擁有豐富外交經驗,尤其是對非外交工作經驗。

Dear Colleagues & Students

As China assumes an increasingly important role on the global stage, its foreign policy has attracted growing international attention. The Confucius Institute of Hong Kong, the Research Centre for Chinese History and Culture, and the Mainland Development Office of PolyU will jointly host a thematic seminar titled “Exploring the Theory and Practice in China's Diplomacy” on 30 October 2025 (Thursday), 4.30 – 6.30pm at Chiang Chen Studio Theatre on campus. This distinguished event will feature insightful lectures by two eminent Ambassadors from the Ministry of Foreign Affairs of the People’s Republic of China. They will share their expertise in diplomacy and foreign affairs, their personal diplomatic experiences, as well as perspectives on the theory and practice of China-Africa diplomacy.

This seminar is one of the highlight events of the PolyU Chinese Culture Festival. Since last year, PolyU has actively promoted Chinese culture through a variety of artistic themes and enriching activities, fostering a sense of national pride among staff, students and the wider community. This year’s festival commenced in July, and the thematic seminar aims to deepen understanding of China’s foreign policy and international affairs, as well as to explore the challenges and opportunities the country faces in the field of diplomacy.

The topics and speakers are as follows:
 

  • Insights into Diplomacy and Foreign Affairs: First-hand Diplomatic Experiences – by Ambassador Luo Linquan, Vice President of the China Public Diplomacy Association, former Director-General of the Protocol Department of the Ministry of Foreign Affairs of the People’s Republic of China, former Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China in the Hellenic Republic and in Ireland, and Consul General (Ambassadorial Rank) of the People’s Republic of China in San Francisco
     

  • The Theory and Practice of Building a ‘China-Africa Community with a Shared Future’ – by Ambassador Sun Gongyi, former Director-General level Counsellor of the Department of African Affairs of the Ministry of Foreign Affairs of the People’s Republic of China, and former Ambassador Extraordinary and Plenipotentiary of the People's Republic of China in the Republic of Mauritius
